How it works
Random testing is a program, not a one-time event. The system manages pools, selection, notification, and documentation continuously throughout the year.
Employees subject to random testing are organized into pools by DOT agency, position type, or organizational policy. Pools can be DOT-specific (FMCSA, FAA, etc.) or non-DOT.
A scientifically valid method gives each person in the pool an equal chance of selection each period. DOT programs follow federally mandated selection rates.
Selected employees are notified and must report within the required timeframe. For DOT, notification is immediate and the employee proceeds directly to the collection site.
Testing follows the same collection and lab process as any screen. DOT tests use DOT-certified sites and follow federal chain of custody requirements.
Every selection, notification, collection, and result is documented. The system maintains audit-ready records showing compliance with rates and procedures.
DOT rates
Each DOT agency sets minimum annual random testing rates for its regulated industry, the minimum percentage of the pool that must be tested each year.

DOT random testing rates are subject to change based on annual industry positive-rate data. PSBI updates selection rates automatically when DOT agencies publish rate changes.
Beyond DOT
Random testing isn't just for DOT-regulated employers. Many organizations run voluntary programs for safety, insurance, or policy reasons.
An ongoing deterrent against substance use for positions where impairment creates safety risks: manufacturing, construction, heavy equipment operation.
Some workers' comp carriers and insurers offer premium discounts or require random testing as a condition of coverage.
